There are no such criteria to guide these drawings, but the basic design philosophy is to complete this ship in the same style that Franz Joseph (FJ) developed for his Technical Manual and in the same style as his Heavy Cruiser blueprints. The goal is to try and fit all the components inside the hull. But what are "all the components"? What are the roles of "Survey Vesses” in the STAR TREK universe?
On Earth in the 20th Century a "Survey Vessel" was a specialized ship equipped with advanced technology to map the ocean floor and assess underwater environments. Such vessels were used to create precise navigational chairts, and aid in resource exploration.
In Star Fleet, a "Survey Vessel" is a specialized starship designed to map uncharted space, study spatial phenomena, and analyze planets for potential colonization or scientific interest. Such a ship is somewhere between a Fast Scout and a heavily equipped Science Ship, emphasizing sensors and speed over combat capabilities.
Information from the episode "Bread and Circuses" as well as background data relating to various drafts of the script reveal that this ship was a non-government ship, part of the MERCHANT SERVICE. The S.S. BEAGLE (commanded by Captain R. M. Merik) was never seen in STAR TREK: The Original Series "Bread and Circuses".
